BDR/SDR covers outbound prospecting roles that generate pipeline: business development representatives, sales development representatives, account and market development representatives, inside sales, and the managers and directors who run those teams. Sales covers quota carrying roles that close revenue, such as account executives, regional and enterprise sales, sales engineering and sales leadership. They are separated because they are different hiring signals. Sales development headcount expands early when a company funds growth and contracts first when it does not, so watching it on its own tells you something that a combined sales number hides.
